cause over here (in Puerto Rico) there’s an ice cream store called “Piu’ bello” and I’ve always tried to understand what it meant…

In the phrase ‘Firenze è la più città più bella’ (Florence is the most beautiful city), why is più needed before città? Why the double ‘più’ in this phrase? Is it an issue of emphasis?
